On a whiteboard inside Pat Harrigan’s house, wants are written in dry-erase marker.

Some stay for months. Some disappear quietly. A kitchen table. A family trip. Every month, Harrigan and his wife, Rocky, stand in front of it and decide what matters enough to stay.

“You can erase things,” Rocky says. “If it’s been on there for a while and you realize you don’t really want it, you just take it off.”

Harrigan see the board differently. He is less interested in what stays than in why it does.

“Most decisions don’t fail because people lack options,” he says. “They fail because no one slows down long enough to decide what actually matters.”

The system predates Congress. It predates Washington. It predates the money, the power, and the speculation that now surround Harrigan’s public life. It goes back to a double-wide trailer in rural North Carolina, where the Harrigans lived deliberately below their means while building a firearms supply-chain business most banks would not finance.

“Whatever you’re imagining about that trailer,” Rocky says, “it was worse.”

They bought it used. They paid cash. They made careful choices to keep expenses low. Inside that trailer, the whiteboard became a practical tool. It was where decisions were made together.

“We’d put everything on there,” Rocky says. “Business investments. Personal goals. Trips. Equipment. And every month we’d look at it and decide what made sense.”

Years later, when Harrigan talks about governance, the logic is unchanged.

“The job is solving problems,” he says. “Not collecting them.”

Harrigan’s presence registers before he speaks. At six foot five, the first-term Republican congressman from North Carolina moves through rooms differently than most members of Congress.

At thirty-eight, he is visibly younger than the institution around him, but he does not perform youth. He listens more than he fills space. When he does speak, the room adjusts. Not because he commands it, but because people recalibrate toward him.

When conversations drift toward recognition or future plans, he redirects them back to process.

That posture extends beyond public settings. Rocky Harrigan sees it most clearly.

“If Pat does this job well,” she says, “no one is going to remember his name.”

He did not want to run for Congress.

“It wasn’t aspiration,” he says. “It was calling.”

“This didn’t come from ambition,” Harrigan continues. “It came from prayer.”

He begins each day with Scripture and prayer. He describes his relationship with God as directive, something that orders decisions rather than decorates them.

“This man is who he says he is.”

“When I’m trying to understand what I’m supposed to do,” he says, “I bring it to God first. I ask for clarity.”

That discipline became consequential in 2021, as the collapse of Afghanistan unfolded. Harrigan had deployed there. He had lost friends. He watched decisions being made far from the conditions on the ground.

“There was a disconnect,” he says. “Between decision-makers and consequence.”

He did not frame the moment as outrage. He framed it as responsibility.

“I wasn’t asking if I wanted to run,” he says. “I was asking what obedience looked like.”

A consultant encouraged him to run for a different office. Harrigan considered it and returned to prayer.

“That wasn’t where I felt called to serve,” he says. “Congress was.”

He ran in 2022 and lost.

Harrigan stayed focused on what he believed he had been asked to do.

In 2024, he ran again, this time in North Carolina’s 10th District. The field was crowded. The numbers favored someone else.

He won the primary. Months later, he won the election.

Rocky remembers hearing the same language years earlier, when they first met at Fort Benning.

“He told me he felt called to serve his country,” she says. “At the time, it sounded almost too perfect.”

Years passed. Deployments. Injury. Business. Children. Then the decision to run.

“When he told me he felt called again,” she says, “it was the same conviction.”

She pauses.

“This man is who he says he is.”

Harrigan’s life before Congress was not a prelude to politics. It was a separate career with its own internal logic.

He grew up in San Diego, attended West Point graduating with a degree in nuclear engineering and served in the military as a Green Beret in Special Forces. That career ended after a training accident left him seriously injured.

“I realized I couldn’t do the job the way it needed to be done,” Harrigan says. “If I couldn’t operate at full capacity, I was putting other people at risk.”

He began looking for a place where the same problem solving instincts could be applied without the uniform.

At the time, Harrigan and his wife were living in a double wide trailer outside Fayetteville, North Carolina. What began as a firearms hobby shifted after a conversation at home.

“My wife told me I was spending too much money on the hobby,” he says. “I didn’t want to give it up, so I asked if I could start a company and reinvest the profits back into it.”

Banks would not lend to him.

“Didn’t matter how profitable I got,” he says. “I could never have a bank loan.”

The business did not start with a plan. It started with a problem.

A fellow Special Forces operator connected Harrigan to a purchasing manager at a large firearms manufacturer. A supplier had missed a shipment. The production line was down. Harrigan had parts.

“He asked if I could overnight them,” Harrigan recalls. “I asked how often this happens. He said almost every day. Their production line was shutting down because vendors shorted parts.”

Harrigan solved the problem. Then he solved it again.

“I told them, ‘I can make sure you never make this phone call again.’”

They began with one component.

“We started with one line item,” Harrigan says. “We got up to fourteen line items with that company.”

Within three years, the scale had grown.

“We became the largest supplier of forward assists in the country,” he says.

The growth was not driven by branding or margin expansion. Harrigan bypassed resellers and worked directly with original equipment manufacturers.

“I scoured the country for the best OEMs,” he says. “Not the branding guys. The actual manufacturers.”

Eventually, the company brought nearly all major AR-15 component production in house. What mattered was not ownership so much as control: fewer points of failure, faster feedback loops, and predictable output.

The land grew alongside the business. They sold part of it and donated the rest.

“The place I started my business is now the Special Forces Association Museum,” Harrigan says.

This is not a redemption arc. It is a record of applied competence under constraint.

In Washington, Harrigan operates with a studied distance from performance. He reads every bill. He pre-decides votes with his staff. He argues internally before he ever argues publicly.

“By the time I’m voting on something, we’ve already torn it apart in the office,” he says. “The floor vote is just the outcome.”

He describes Congress less as a stage than as a machine.

“People think nothing’s happening because they don’t see it,” he says. “But the work is procedural. It’s quiet. If you don’t understand how the system actually functions, you miss where the leverage is.”

In his first term, Harrigan moved sixteen amendments through the National Defense Authorization Act.

For a new member, the number stands out. Most freshmen spend their opening months learning procedure and avoiding mistakes. Harrigan was moving policy.

“You don’t get anything through the NDAA unless you understand how this place actually works,” he says. “You have to know where decisions are really made.”

In closed-door meetings on drone policy and emerging defense technologies, the shift is immediate. The conversation turns technical. Assumptions are tested against operational reality.

When a regulatory proposal is floated, Harrigan responds with how decisions are made under pressure, with incomplete information, in contested environments.

“You have to understand your operational environment,” he says. “If you don’t, you’re writing policy for a world that doesn’t exist.”

Later, walking back toward his office, a member who has spent more than a decade in Congress stops him in the hallway.

“Need to get you on a bill I’m working on.”

He treats it the way he treats most things in Washington. As work presenting itself.

That mindset shapes how he approaches defense and energy policy. He frames war less as ideology than as economics.

“We build exquisite systems,” he says. “They’re incredible. But they’re expensive. And when time stretches, cost becomes the battlefield.”

“If it costs a million dollars to stop a ten-thousand-dollar threat,” he adds, “that’s not a sustainable model.”

The solution, in his view, is not simply more spending, but different approach to spending. Harrigan argues for a defense posture built for endurance rather than perfection. Distributed manufacturing that reduces single points of failure. Lower-cost systems that can be produced and replaced at scale. Energy independence that protects critical infrastructure and national security when civilian grids are stressed. Resilience, in his framing, is the advantage.

“This isn’t a talking point,” he says. “It’s an engineering requirement.”

That same systems logic shapes his approach to technologies Washington still struggles to classify.

“When God calls you to do something, you don’t say no. But you also don’t invent the call.”
Congressman Pat Harrigan

Harrigan speaks about cryptocurrency and artificial intelligence as National Security infrastructure rather than identity. Settlement speed. Sovereignty. Incentives embedded in code.

“Most people argue about crypto like it’s a culture war,” he says. “I’m interested in what it actually does.”

On energy, he avoids political framing entirely.

“Energy independence isn’t a slogan,” he says. “It’s a requirement.”

When the conversation turns to artificial intelligence, Harrigan returns to the same question he applies elsewhere: who is accountable when systems move faster than judgment.

“Speed doesn’t remove responsibility,” he says. “It concentrates it.”

In defense environments, he argues, misunderstanding how a system works is not a technical failure. It’s a governance failure.

Back home on district work, the work becomes immediate.

Within hours, Harrigan moves from a lunch conversation with the local sheriff to a food bank warehouse to an affordable housing site where his office helped unlock federal funding.

During a drive between stops, he speaks candidly about the tradeoff of public life.

“This is something I’ll do for a period of time,” he says. “And then we’ll see.”

I eventually ask the question that’s been sitting between us, whether Congress is a step on a road to a bigger office.

It isn’t dramatic. It doesn’t need to be. Washington has its own gravity. Men arrive young, competent, disciplined, and the arc begins to sketch itself whether anyone names it or not. Senate. President. The long game the institution quietly assumes.

Harrigan doesn’t dodge it. But he does slow down. He leans forward in the passenger seat, turning to face me in the back, not defensive, but precise.

“I don’t think that I am,” he says, when the word president enters the conversation. Then he pauses. “But that’s not for [me] to decide. That’s for the country to decide at some point.”

The answer is not defensive and the point lands cleanly. He treats authority the way he treats everything else here. As something conferred, not assumed.

When Senator Thom Tillis announced his retirement, Harrigan’s name surfaced in North Carolina political circles as a potential contender.

I asked him about it directly, “What if the call does comes? What if faith and opportunity converge? What if the door opens wider than expected?”

This is where the temperature changes.

“I’m also not feeling that call,” he says. “Just like I didn’t feel that call to hop into the Senate race. I genuinely didn’t feel it.”

“My trajectory was always that I wanted enough wealth that I could retire by forty and do whatever I wanted to do,” he says. “And if what I want to do is watch my little girls grow up and spend the last five or six years of them in the house doing that, then that’s what I’m going to do.”

Then he draws the boundary without hesitation.

“If the opportunity comes up to run for Senate or president, but I don’t feel called to do that, I’m going to be at home with my girls.”

“When God calls you to do something,” he says, “you don’t say no. But you also don’t invent the call.”

Somewhere in North Carolina, a whiteboard holds what matters this month. Some things stay. Others erase.

The marker moves. The decisions remain.

For now, that is the work.

Editor’s Note: Reporting for this piece took place over two separate days, including time spent exclusively shadowing Congressman Pat Harrigan. One day was conducted in August in North Carolina’s 10th District, and the second in September in Washington, D.C.

This reporting builds on themes explored in our exclusive documentary, The Tar Heel Chain: The State Leading America’s Revolution, which investigates how North Carolina’s infrastructure is quietly emerging as a critical backbone of the American digital economy. Congressman Pat Harrigan appears in the film.
